Traffic Analysis and Modeling
The Transportation Planning Division has an important role in the preparation of traffic analyses as part of the environmental review process.The Division uses the following resources and tools to conduct these studies.
Port Transportation Analysis Model (PortTAM)
The Ports of Long Beach and Los Angeles utilize a travel demand model (TransCAD) to assess impacts of proposed new development and infrastructure projects, as well as to provide important inputs into regional transportation planning.
The model provides the basis for analyzing potential traffic impacts that could result from the development/redevelopment of marine terminals, land uses (such as the Residence Inn), rail yards and tracks, and roadways/bridges.The model estimates traffic based on regional population and employment growth, as well as projected increases in goods moving in and out of the ports of Long Beach and Los Angeles.Most of the traffic sections of the Port's environmental impact reports (EIRs) utilize the model to measure the traffic effects of a project on roadways.PortTAM also provides traffic data that feeds into the air quality and noise analyses of the EIR documents.
Secondly, PortTAM feeds into a regional planning process, a process that prioritizes major roadway, freight, rail, and airport improvements that are needed to support population growth, our economy, and the environment.The ports and SCAG have been coordinating planning efforts for several years.PortTAM builds on the SCAG model by providing increased resolution and details about truck and auto trips that either end or begin at the ports.This is achieved by surveying drivers at the terminal entrances, collecting traffic counts, and using detailed economic studies about global supply and demand to estimate future truck, rail, and auto trips that will be generated by the ports.
The Port of Long Beach is currently developing a Synchro model covering the Harbor District.Synchro is a program that helps analyze the capacity of roadways in order to alleviate traffic congestion.

Transportation Reports & Resources
Transportation Master Plan Summary
A comprehensive Transportation Study was prepared jointly by the Ports of Long Beach and Los Angeles to determine future rail and vehicular traffic demand, identify transportation system deficiencies and necessary improvements and develop an implementation plan.
Rail Study Update (RSU)
The Rail Study identified several rail projects to enhance the existing rail network within the Port of Long Beach.These enhancements provide the opportunity for 35 percent of all cargo entering and exiting the Port to travel directly to the docks by train.This goal will eliminate thousands of truck trips throughout the region.
Southern California Association of Governments (SCAG) Elasticity Study Phase II
The Port and Modal Elasticity Study Phase II is a study sponsored by SCAG and involved the development and application of a database and analytical tools for public analysis to predict flows of Asian imports to the United States through North American ports and landside supply-chain channels.
SCAG Inland Port Report
The purpose of the project was to determine whether and how inland port concepts could be implemented, reducing truck trips by using short trains to shuttle cargo directly from the Ports of Long Beach and Los Angeles to an inland destination.
Multi-County Goods Movement Action Plan (MCGMAP)
This is a planning document that regional transportation and planning organizations developed to address multi-county goods movement challenges and identify solutions.
SCAG Comprehensive Regional Goods Movement Plan and Implementation Strategy
SCAG is developing a Comprehensive Regional Goods Movement Plan and Implementation Strategy that will accommodate future increases in cargo through the Ports of Long Beach and Los Angeles.This plan identifies transportation system improvements (road and rail) that will be needed to move goods to and from the Ports of Long Beach, Los Angeles, and Hueneme.The Plan will incorporate findings and recommendations from recently completed and ongoing studies, particularly the Multi-County Goods Movement Action Plan (MCGMAP) and SCAG's Port and Modal Elasticity Study Phase II. The Plan will focus on refining project definitions, determining how projects can be financed, phased to be built over time.
